Information We Collect

The Warmth Engine Observatory collects minimal information necessary to operate the platform:

• Subscription Reference: When you subscribe, payment is processed by Stripe through its Managed Payments service, under which Stripe (via Link) acts as merchant of record and seller of record for the transaction. Your customer and billing details are held by Stripe; WEO receives only a subscription reference to issue and manage your access token, and does not store your name, email, or payment details.
• Contact Communications: If you email us, we retain that correspondence to respond to your enquiry.
• API and MCP Requests: When the application programming interface (API) or the Model Context Protocol (MCP) server is called, WEO records the time, the endpoint or tool called, the parameters supplied (each value shortened; parameters that look like credentials are never recorded), the calling client's name and type, the browser or client identifier for some requests, the country of origin, the access tier and whether the call succeeded. These records measure platform use and are not linked to a subscriber. IP addresses are not stored, except for five minutes to limit repeated failed sign-in attempts.

Information We Do Not Collect

• We do not use tracking cookies
• We do not sell data, or share it beyond the service providers named below
• We do not collect payment card details — Stripe handles all payment processing
• We do not use advertising or ad-tracking technologies

Third-Party Services

Stripe: Stripe, as merchant of record, processes payment, calculates and remits applicable sales taxes and VAT, and holds your customer details. Your card statement will show a charge from LINK.COM. WEO receives a subscription reference to fulfil your subscription but does not receive or store payment card details.

GoatCounter: We use GoatCounter for aggregate, cookieless traffic analytics. The counting script is served from this domain (/js/count.js), not from a third-party CDN. It records page path, page title, the page address's query string, referrer, browser and screen size, and a country-level location; it sets no cookies, assigns no persistent identifier, and does not track visitors across sites or sessions.

Fonts, maps and scripts: Pages load typefaces from Google Fonts; the map page also loads map scripts from unpkg and map tiles from MapTiler. As with any web request, these services receive your IP address and browser details when a page loads.

Browser storage: If you enter an access token, it is stored in your browser's localStorage so that you remain signed in between visits. It stays on your device, is sent only to this domain to authenticate API and MCP requests, and is removed when you clear site data.

Resend: Transactional email (delivery of your access token) is sent via Resend.

Cloudflare: Cloudflare hosts the API and MCP server and the request records described above. Server error logs are kept by Cloudflare for up to seven days. Cloudflare's privacy policy applies to its services.

Data Retention

Your subscription reference is retained while your subscription is active and for a reasonable period afterward for support purposes. Contact correspondence is retained as needed to provide support. In API and MCP request records, the per-request detail (parameters, client names and browser identifiers) is removed after 13 months; daily totals without that detail are kept. Copies of request records that could not be written normally are deleted after 90 days. You may request deletion of your data by contacting us.

Acceptance of Terms

By accessing or using the Warmth Engine Observatory platform, you agree to be bound by these Terms of Service. If you do not agree, please do not use the platform.

Platform Description

WEO is a platform that tracks AI infrastructure coordination dynamics through verified events and the coordination connections between them. The platform provides research and analysis tools for understanding geopolitical AI infrastructure dynamics.

Use of Content

• Free Tier: Basic event information and map visualisation are freely accessible.
• Analyst Tier: Full analysis, framework assessments, and detailed source documentation require an active subscription.
• Attribution: If you reference WEO data or analysis in publications or presentations, please cite "Warmth Engine Observatory" with a link to the platform.
• No Redistribution: Analyst-tier content should not be systematically redistributed or republished without permission.
• Programmatic Access (API/MCP): The API and MCP server are provided for individual analytical use, subject to the tier gating where a subscription is required. Automated access must respect that gating; access credentials must not be shared or used to provide access to third parties.
• No Bulk Extraction: Systematic extraction, scraping, or wholesale copying of the event and Coordination Connection corpus — whether via the website, the API, or the MCP server — for the purpose of reconstructing, redistributing, or operating a derivative dataset or service is not permitted.

Intellectual Property

WEO's original methodological contributions — including the Coordination Connections taxonomy and the specific integration of analytical frameworks for AI infrastructure coordination — are the intellectual property of Warmth Engine.

WEO adapts established frameworks (Basel Committee G-SIB methodology, Keohane institutional cooperation theory, intelligence community verification standards) with appropriate attribution for the novel domain of AI infrastructure coordination.

The underlying event data is compiled from public sources, which retain their original ownership and licensing.

WEO's published methodology — the Methodology Manual and associated papers — is released under Creative Commons Attribution 4.0 (CC BY 4.0) and may be reused with attribution. This open licence applies to the methodology only. The compiled analyst-tier dataset — the verified event records, Coordination Connections, and Sovereign Capability Profile assessments — is not placed under CC BY 4.0 and remains subject to the Use of Content terms above.

Disclaimer

WEO provides documentation and analysis of AI infrastructure coordination dynamics. This content is for informational and research purposes only. WEO:

• Does not provide investment, legal, or policy advice
• Does not make predictions about future events
• Applies rigorous multi-source verification but cannot guarantee that underlying third-party sources are free from error
• Documents patterns rather than making causal claims

Limitation of Liability

WEO is provided "as is" without warranties of any kind. We are not liable for any decisions made based on platform content, or for any damages arising from platform use or inability to access the platform.

Subscription Terms

• Subscriptions are processed through Stripe and are subject to the terms of Stripe and Link.
• Access tokens are for individual use and should not be shared
• We reserve the right to revoke access for terms violations
• Refunds are handled in accordance with Stripe's policies; Stripe may issue refunds within 60 days of purchase in certain cases.

Modifications

We may update these terms periodically. Continued use of the platform after changes constitutes acceptance of the modified terms. Significant changes will be noted with an updated "Last updated" date.

Governing Law

These terms are governed by the laws of England and Wales. We encourage resolving any concerns through good-faith communication in the first instance. If formal resolution is required, the courts of England and Wales shall have jurisdiction.
